Preheat the oven to 400°F/200°C/gas mark 6.
Heat the water and the butter in a saucepan

When it reaches boiling point, add the flour and stir well until it forms a dough.

Remove from heat and add the beaten eggs one by one. Make sure each egg is thoroughly mixed in before adding the next one.

Add pepper to taste. Mix in the Swiss cheese.

Using two spoons, place small heaps of the mixture on a non-stick tray. Each one should be roughly the size of a large walnut. Alternatively, use a piping bag.
Bake in the oven for approximately 30 minutes. When they are cooked, turn off the oven, open the door slightly and leave to stand for a few minutes. This ensures they are cooked inside and don’t collapse.
